Patrick D. Hughes serves as Special Deputy Receiver to Illinois Insurance Director Andrew Boron. Mr. Hughes was originally was appointed in February 2008 by then-Director Michael T. McRaith. As Special Deputy Receiver, Mr. Hughes administers the receiverships of all Illinois domiciled companies in liquidation, rehabilitation and conservation. He also serves as the Chief Executive Officer of the Office of the Special Deputy Receiver, an Illinois not-for-profit corporation through which the Special Deputy employs additional receivership resources. Mr. Hughes represents Illinois on the NAIC Receivership and Insolvency Task Force and Chairs the Dodd-Frank Receivership Implementation Working Group and IRMA 711 (Qualified Financial Contracts) Subgroup. He serves on additional working groups examining issues related to complex receivership administration, separate accounts and use of technology in receiverships. Mr. Hughes is a member of the Board of Directors and Second Vice President of the International Association of Insurance Receivers, and is a Commissioner to the National Conference of Commissioners on Uniform State Laws. Prior to his appointment as Special Deputy, his career spanned private commercial practice and government. He served five years with the State of Illinois in various senior positions focusing on regulatory policy, law and practice. He had been a practicing attorney in both corporate transactions at Mayer Brown, and commercial litigation at Kirkland & Ellis and Winston & Strawn, before those government assignments. He served as law clerk to U.S. District Court Judge James Alesia early in his career. Mr. Hughes graduated with honors from DePaul University College of Law, where he was Executive Editor of the Law Review, and received his undergraduate degree from Georgetown University. Among other community commitments, Mr. Hughes is the Chair of the Chicago Debate Commission, which supports and expands opportunities for competitive debate for Chicago public high schools students.
