OSD Mission Statement
The Office of the Special Deputy Receiver represents the Director of Insurance of the State of Illinois in managing all Illinois insurance companies in receivership. Our mission is maximization of assets, the fair disposition of claims, and timely delivery of assets to creditors.

Alliance General Insurance Company - On March 10, 2010 the Supervisory Court entered an order approving a prorated distribution of the estate's assets, at a rate of 69.9905%, on all claims allowed at level (g) of the statutory distribution schedule. The court's order also terminated the liquidation proceedings and closed the estate.
Life Services Network Trust - On March 4, 2010, the Supervising Court entered an order approving the form of Notice of a Proposed Plan of Rehabilitation. Notice will be delivered to persons and entities who may still have an interest in and/or obligations to Life Services Network Trust. Any such person and/or entity receiving notice who desire the object to be proposed Plan of Rehabilitation must submit such objections in writing to counsel for the Rehabilitator on or before April 15, 2010.
Oak Casualty Insurance Company - On January 15, 2010, the Supervising Court entered an order establishing a second claim-filing deadline of June 30, 2010 for purposes of participating in a distribution of surplus assets existing subsequent to payment having been made, in full, on allowed claims filed as of the original claim-filing deadline of November 19, 2003. American Unified Life and Health Ins. Co. - On December 16, 2009, the Supervisor Court entered an order approving a prorated distribution of estate's assets, at the rate of 6.1879%, on all claims allowed at level (d) of the statutory distribution schedule. The court's order also terminated the liquidation proceedings and closed the estate.
The Special Deputy and other OSD officers presented "Answering the Challenges of Receivership Modernization" in an IAIR meeting at the NAIC conference in October 2009.
