On July 29, 2024, Columbian Life Insurance Company (“CLIC”) was placed in rehabilitation by the Circuit Court of Cook County, Illinois (case number 2023 CH 09034). Ann Gillespie, Director of Insurance of the State of Illinois, was affirmed as CLIC’s statutory and court-affirmed Rehabilitator. The Agreed Order of Rehabilitation was entered upon the consent of CLIC’s Board of Directors. By Illinois law, the Director may appoint a Special Deputy Receiver to administer the receivership. Jacob Stuckey and the Office of the Special Deputy Receiver have been appointed to assist Director Gillespie in the day-to-day administration of the rehabilitation proceedings. CLIC was previously the subject of confidential conservation proceedings that were commenced before the Circuit Court of Cook County, Illinois on October 26, 2023.

CLIC previously sold and issued life insurance products in all states, the District of Columbia and American Samoa except for Alaska, Maine, New York and North Dakota. CLIC ceased issuing new policies of insurance by order of the Conservator effective May 31, 2024. Other than ceasing the sale of new policies, CLIC will continue to operate its business as usual, including the servicing of its in-force policies of insurance, collection of premiums, remission of agent commissions, and the payment of claims. As Rehabilitator, Director Gillespie will evaluate the feasibility of a Plan of Rehabilitation and solvent run-off of CLIC’s existing business, and will begin advance coordination with affected state insurance guaranty associations in the event that a liquidation should become necessary in the future.

The Agreed Order of Rehabilitation (“Agreed Order”) entered on July 29, 2024, terminated the prior confidential conservation proceedings, and placed CLIC into rehabilitation proceedings under Article XIII of the Illinois Insurance Code. Ann Gillespie, Director of Insurance of the State of Illinois was affirmed as Rehabilitator for the company.
